Founder and CEO of RETICEO S.A.S. (formerly RETICE AFRICA SARL) since 2020, Mr Ngounou is the initiator and champion of the RETICEO programme. Entrepreneur for nearly thirty years in France, the United States and Cameroon, he has founded and led several companies in telecommunications, ICT and services (M2K Consulting LLC, iDream Group, M2C Technology).

World Bank-certified expert in PPP and specialist in very high-speed wireless solutions, he has developed BOT infrastructure projects (solar and hydroelectric power plants) alongside lenders and industrialists. Shareholder of KA TECHNOLOGIES HOLDING, he embodies the capital and technology bridge between European R&D and African execution.

She has practised at Orrick, Clifford Chance, Simmons & Simmons and Reed Smith in Paris, and worked within EDF's nuclear engineering division.

Author of the "Vademecum of PPPs in Cameroon".

As Deputy Director of Financial Planning at AES SONEL/ENEO, he designed and maintained financial models supervised by IFC, PROPARCO, AfDB, BDEAC and EIB, and negotiated a 200 billion FCFA investment programme with these lenders.

Currently lead SI/IT infrastructure architect at EDF (DIGIT), following missions as IT and security architect at Crédit Agricole and Thales — where he designed and deployed the group's Industry 4.0 network — and several CISO and CTO positions.

He deployed the autonomous educational network, without Internet, of both public universities in Togo — one of the programme's reference deployments.

Developer of the ZEP-X terminal and KASOFT-1 and KASOFT-2 software. Proficient in embedded electronics (Arduino, Raspberry Pi), solar energy, networks and telecoms, and deployment of technical solutions in low-connectivity areas (Python, SQL, JavaScript). His deep product knowledge ensures continuity between KATEC R&D and field execution.
