Chairman of Arborescence Capital (financial investment advisory, Paris) and SFAF-member financial analyst, Mr Ravaloson has been active for thirty-five years in investment banking (Crédit Lyonnais Securities, Société Générale, Barclays, CM-CIC).

He has structured and managed funds and investment vehicles dedicated to African infrastructure — energy, transport, urban development, waste management — and mobilised local and international financing through ad hoc entities, including in shallow markets. Former Ambassador of Madagascar to the UN and WTO, he combines financial engineering, project structuring and access to institutional investors.

One DFI board seat is reserved for the entry of a catalytic equity vehicle (Proparco / BIO / IFC). A second sponsor seat may be assigned to KA TECHNOLOGIES HOLDING, bringing the Board to 4–5 members in accordance with the 2 sponsor / 1 DFI / 1–2 independent balance.

This representative will independently oversee ESG indicators, financial trajectory and SDG 4 impact indicators in accordance with DFI standards.

As Deputy Director of Financial Planning at AES SONEL/ENEO, he designed and maintained financial models supervised by IFC, PROPARCO, AfDB, BDEAC and EIB, and negotiated a 200 billion FCFA investment programme with these lenders.

Finance, control and risk management roles at Schlumberger across multiple continents (financial risk controller, business process manager, management accountant), before leading Africa Venture Lab.

IT systems architect of French and Cameroonian nationality, Mr Vanlier has over thirty years of experience in enterprise IT architecture, cybersecurity, networks and systems. Currently lead SI/IT infrastructure architect at EDF (DIGIT), following missions as IT and security architect at Crédit Agricole and Thales — where he designed and deployed the group's Industry 4.0 network — and several CISO and CTO positions.

Graduate engineer (Mines-Télécom Lille Douai, Supinfo), holder of a specialised master's in Networks & Security (Télécom ParisTech) and an MBA Finance, he combines high-level IT expertise with an understanding of financial and regulatory requirements.

Polytechnic and computer engineering graduate (Polytech Clermont-Ferrand), senior consultant and trainer with over twenty-five years of experience. ISO 55001:2024 Lead Implementer certified (asset management) and cybersecurity certified (École Polytechnique). Proficient in industrial asset management (ISO 55001), maintenance planning, incident management, cybersecurity (ISO 27005, EBIOS RM, IAM, forensics), AI, digital law (GDPR) and change management. He has supported major accounts including KA Technologies.

Master II in Strategic and Operational Marketing (Institut de Gestion de Rennes). 13 years at CAMTEL in progressively senior commercial and marketing roles: marketing department head, prospecting & client relations head (19 commercial outlets, 120 staff), project manager for 3G/4G LTE mobile network commercialisation strategies (MCN programme) and head of the digital communications unit.

Founder of Cameroon Digital Tank (nearly 230 actors) and Tony Elumelu Entrepreneurship Programme laureate. He developed the Twin Torch BOT infrastructure project (estimated at 100 billion FCFA), securing five letters of interest.

Project and programme coordinator (DHEPS, master's in development sociology), Mr Yonga has designed and managed for over ten years programmes funded by the European Union (ESF) and the Agence française de développement (AFD), notably in global citizenship and SDG education (Récital SDG programme), multi-stakeholder partnership building and socio-economic inclusion, in France and sub-Saharan Africa.

Has designed content and training modules for UNESCO (primary and secondary), GIZ (financial literacy on tablets), the World Bank, MINESEC (entrepreneurial skills, PADESCE project) and AUF (CERTICE MOOC on ICT integration), and contributed to the development of an adaptive mobile learning system for out-of-school children (TELUQ). Member of the ACCP/CAID Board of Directors (Canada), proficient in LMS platforms (Moodle, Google Classroom) and pedagogical quality engineering.

ISMANS engineer (modelling, design, optimisation) and PMP-certified project manager. 7 years managing complex industrial programmes in demanding environments (aeronautics, space, energy) at Safran and Dassault Aviation. Proficient in end-to-end project management (scope, schedule, risk register, stakeholders, performance control), production ramp-up, multidisciplinary team management and skills transfer, cost engineering and technological frugality, as well as supply chain and supplier coordination.

Oriented towards rapid maturity ramp-up and large-scale deployment contexts, particularly in sub-Saharan Africa, he has the profile required to industrialise the NETSCP chain.
